To partition a sovereign country means to divide into two or more different sovereign countries. A recent example of this would be the partitioning of Sudan into Sudan and South Sudan in 2011. For the purposes of this debate, the country of Ukraine, which used to be part of Soviet Russia, has a lot of pro-Russian denizens, particularly in its easternmost regions.
